Neighbourhood Response Fund

The Neighbourhood Response Fund funds the implementation of a range of physical improvement projects throughout the New Deal area.  in response to specific problems identified by the local community. Whilst they would have to relate to the physical environment, or increase community safety, there are no other restrictions on the type of projects eligible.

All projects would need to meet the criteria of:

  • Responding to community need
  • Relate to physical improvements
  • Relate to community safety
  • Support the delivery of the intensive neighbourhood management plan if the scheme is within one of the redevelopment areas.

The project  enables Salix and Environmental services to manage the estates better during the redevelopment period, and will improve the quality of life for local residents. The project meets the aims of the Delivery Plan through developing community-led schemes which will enhance the quality of life for local residents, improve community safety and protect the local environment.  

The project builds on the success of the NDC funded Minor Works Fund which over 6 years developed in excess of 30 projects which enabled a fast and effective response to problems identified by local residents and officers. However the Minor Works Fund was insufficient to tackle some of the problems identified, in particular within the redevelopment areas of Charlestown riverside terraces, Whit Lane and Lower Kersal. These residents are particularly vulnerable to incidences of crime and anti social behaviour such as  burglary, fly tipping, fires and joy riding due to empty property and environmental neglect.. Although many areas within the NDC have received environmental improvements or alley gating schemes, there are also areas which have not benefited, and where no major works are planned.

In 2008 the following projects have been carried out:

  • Alleygating at Charles Street     (50% match from Crime and Community Safety budget)                    
  • Clearance of fly-tipping behind Old House at Home     
  • Boulders installed beside Old House at Home
  • Railings to enclose land at the Amber project    
  • Plaques for alleygates in the demolition areas
  • Railings to secure the redevelopment site at Suffolk St    
  • Removal of fencing at Oaklands Road passageway
  • Landscaping for the Community garden at the Amber project

In addition to these small projects a comprehensive traffic calming scheme has been implemented on the Whit Lane Estate. Due to numerous complaints about speeding cars and mopeds along the Whit Lane Estate, a traffic calming scheme for the area was devised by Urban Vision. Following consultation with residents and community involvement officers, a scheme, to stop speeding specifically along Whit Lane, was drawn up. This scheme looked at installing chicanes and knee rails along Whit Lane to stop speeding cars and mopeds. The scheme managed to get match funding from NCD Crime budget and Salix Homes.
