What is New Deal for Communities?
New Deal for Communities (NDC) is a key programme in the Government's strategy to tackle multiple deprivation in the most deprived neighbourhoods in the country. This gives some of our poorest communities the resources to tackle their problems in an intensive and coordinated way. The aim is to bridge the gap between these neighbourhoods and the rest of England.
One of the defining features of the NDC programme is the degree to which local communities are involved in regenerating their area. Community involvement in the programme does not just take the form of consultation - local residents are involved at many levels of the organisation. Community members sit on the Partnership Board helping to formulate and deliver the overall strategy for the area as well as forming theme based taskgroups to discuss and influence the delivery of individual projects. Salford's NDC does not work in isolation and actively seeks to form partnerships between local people, community and voluntary sector organisations, public agencies, the local authority and business to tackle problems and make a long-lasting improvement.
The problems of each area are unique but NDC partnerships aim to tackle five key issues of poor job prospects; high levels of crime; educational under-achievement; poor health; and problems with housing and the physical environment. The target is to achieve outcomes that will bring real benefit to people living in deprived neighbourhoods.
What about Salford's NDC?
Although Charlestown and Lower Kersal stands out as an area in East Salford that has concentrated problems, it has a well-defined community with strong links in terms of family, services, jobs and education.
As part of the bid for NDC funding, the communities worked alongside the city council to establish a New Deal for Communities strategy for regenerating Charlestown & Lower Kersal. In 2001 the bid succeeded in attracting £53m in New Deal funding. Work is well underway on a 10 year plan to develop the area in the following ways:
- Building communities
- Tackling crime
- Improving facilities and education for children and young people
- Improving the physical environment
- Tackling health issues
- Improving opportunities for business, employment and skills
